I should also like to take this opportunity

of congratulating the Government of Hong Kong on

intricate bringing to a successful conclusion the lengthy

discussions on the Codes with the several parties

concerned. The Codes conform to the policy set out

in the Memorandum on Educational Grants-in-Aid by the

Advisory Committee on Education in the Colonies, enclosed

in Sir Philip Cunliffe-Lister (now Lord Swinton) 's Circular (2) despatch of the 26th September 1933 and
